Official Plan Amendment No. 93 redesignates Parcel 1 from Open Space to Residential to permit the land to be developed for residential dwellings.
By-law No. 2010-35 rezones Parcel 1 from Open Space (OS) to a site specific Residential Low Density, Grouped Multiple Dwellings (R4-895) zone which permits the land to be developed with townhouse dwellings and semi-detached dwellings. By-law No. 2010-35 places a Hold Symbol (H) on the land, which can be removed once noise mitigation and site remediation, as demonstrated by the appropriate studies, are completed.
By-law No. 2010-34 rezones Parcel 2 from OS to a site specific Residential Single Family and Two Family (R2-894) zone which permits the land to be developed with single detached dwellings, semi-detached dwellings, duplex dwellings and apartment dwellings. By-law No. 2010-34 places a Hold Symbol (H) on the land, which can be removed once noise mitigation, as demonstrated by the appropriate study, is completed.

The City initiated application to add site specific policies (a Special Policy Area Designation) to the Official Plan that will permit holding (H) symbols to be added to the zoning of the properties identified on the location map below.
Studies conducted by the Region of Niagara have identified a number of improvements that are necessary to the McLeod Road/Queen Elizabeth Way interchange. These improvements are necessary to accommodate the additional traffic that will be generated by future commercial developments near the Q.E.W./McLeod Road interchange. All commercial developments are expected to finance the necessary improvements to the interchange. The owners of the subject lands have not made financial contributions to the road improvements.
A site specific Official Plan Policy is proposed to be adopted that will permit holding (H) symbols to be applied to the subject lands. The holding (H) symbol is proposed to be in effect for ten (10) years. The holding symbol will only be lifted from the lands after the landowner has provided their proportionate share of the road improvements that have already been committed by several other commercial developers in the area.
