The purpose of By-law No. 2010-120 is to rezone Parcel 1 site specific Tourist Commercial (TC-914) zone to permit a 9 storey, 160 room hotel and restaurant on the land with site specific setbacks for the hotel tower and the requirement of a roof feature on the hotel tower. Site specific provisions would establish a parking requirement of 0.8 spaces per hotel room, with no parking required for an ancillary restaurant under 300 seats, an ancillary retail store, and an ancillary convention centre/meeting rooms under a floor area of 1,400 square metres, and allow the substitution of up to 40 required automobile parking spaces with 2 required bus parking spaces. A maximum of 21 parking spaces required for uses on Parcel 1 can be provided on Parcel 2, which is to be rezoned a site specific Tourist Commercial (TC-915) zone. The owner of Parcel 1 is required to enter into a Section 37 agreement to provide contributions for streetscape improvements and to secure the hotel design in exchange for the increased building height.

The purpose of By-law No. 2010-121 is to rezone the land site specific Light Industrial (LI-911) zone to permit a 70 seat restaurant and a retail store ancillary to a warehouse on the land. The retail store is permitted to have a maximum floor area of 25% of the floor area of the warehouse.
