Human Resources provides a variety of services and management direction in support of City employees and management in general. More specifically, the division focuses on effective Human Resource Management as it impacts on all three categories and City employees:

  1. Management and Non-Union
  2. Canadian Union of Public Employees (CUPE)
  3. Niagara Falls Professional Fire fighters Association (N.F.P.F.F.A.)
The City currently employs 480 persons on a regular basis with a seasonal temporary work force that fluctuates depending upon requirements.

As well as taking care of all the hiring for the municipality our responsibilities include assistance to other departments in matters relating to recruitment, job postings, reorganization and all areas relating to personnel. This would include administration of employee benefits, contract negotiations, pensions, Workers Compensation and Health and Safety issues.

Basic Functions


Labour Relations
Includes contract negotiations, interpretation and administration; employee grievances; arbitration hearings; Labour Board hearings; non-union status program; labour standards - communication, interpretation, monitoring and compliance; and trend studies.
Compensation and Benefits
Includes salary and benefit plans, surveys, job evaluations, and interpretation of legislation.
Health and Safety
Includes safety programs, accident monitoring, claims appeals, tribunal hearings, and interpretation of a compliance with legislation.
Organization Development
Includes human resources planning, performance appraisal systems, recruitment, new employee induction, and employee medicals.
Training and Development
Includes coordination of internal and external training programs and tuition fee program.
Employee Relations
Includes employee records, personnel policies, counseling, and Human Rights hearings.
Current Job Postings
Most vacancies are posted internally, if unable to fill within, we will advertise the position in local press and the City's Web Site.

Job Applications and Hiring Policies of the City of Niagara Falls

There are five categories of hiring policies:

  1. Permanent Employment
  2. Seasonal or Temporary Employment
  3. Student & Lifeguard Employment
  4. School Crossing Guards
  5. Fire Fighters

Permanent Positions

We do not keep resumes on file for permanent positions.

If, after advertising the vacancy of a permanent position, no suitable candidate is found, it is the policy of the municipality to advertise the vacancy in the press. The extent of the circulation of the advertisement will depend upon the level of the position being advertised.

There is an individual competition for each vacancy. Interested candidates should submit a detailed resume before the closing date. Delivered or mailed applications/resumes are to be sent to:

Seasonal or Temporary Employment

Applications for this type of work are kept on file for a period of three months. The most common types of employment in this category are labourers working in the summer months at the Municipal Service Centre in a variety of sections, or in the Recreation and Culture Department.

From time to time we have need of general clerical help in our various departments. Again, these applications for temporary employment are kept on file for three months.

Students and Lifeguards

Most of our students work at the Swimming Pools and are qualified Lifeguards. We may, from time to time offer employment to a student in a different area, but generally they would fall within a Cooperative Program with one of the colleges or universities.

School Crossing Guards

During the school year we use Crossing Guards at various crossings in the City. The hours for this type of work are limited so vacancies do occur on a regular basis. We keep applications on file for when a vacancy occurs and we may, from time to time, advertise in the local press.

Fire Fighters

The Corporation prepares an "Eligibility List". Any probationary fire fighters required will be hired from the list. A Fire Fighter Recruitment Guide and Application are available in Human Resources or on the City's web site during the recruitment process only. We will advertise in the local press when we are recruiting for the "Eligibility List".
