  • Notice of Committee of Adjustment Public Meeting (A-2025-036 & B-2025-016) 5961 - 6017 Valley Way - Minor Variance & Consent Application

    Description

    The subject property known as 5961-6017 Valley Way is located on the north side of Valley Way between Drummond Road and Portage Road. The applicant is requesting the Committee of Adjustment to consider a consent under section 53 of the Planning Act (R.S.O. 1990, c.P.13) and a concurrent minor variance from a provision of Zoning By-law No. 79-200, as amended, through a process permitted by section 45(1) of the Planning Act (R.S.O. 1990, c.P.13).

    The applicant is proposing to convey Part 2 on Schedule 1 to re-establish a parcel that inadvertently merged on title, which contains an existing quadruplex. The lands subject to the proposed severance are zoned Residential Mixed Zone in accordance with Zoning By-law No. 79-200. A previous application for this property was deferred by the Committee of Adjustment at the July 22, 2025 meeting. This application, proposes only to re-establish the lot line of Part 2, and to obtain the necessary minor variance for this specific severance.

    Description

    The subject property known as 3318 Garner Road is located on the east side of Garner Road between Reta Street and Mountain Road.

    The applicant is requesting the Committee of Adjustment to consider minor variances from provisions of Zoning By-law No. 79-200, as amended, through a process permitted by Section 45(1) of the Planning Act (R.S.O. 1990, c.P.13).

  • Notice of Public Meeting (AM-2025-002) 4965, 4971, 4981 Stanley Avenue & 5516 Morden Avenue - Official Plan & Zoning By-law Amendment Application

    Description

    An Official Plan and Zoning By-law Amendment applications have been submitted to increase the density allowed in the Official Plan and to rezone the subject lands to a site-specific Residential Apartment 5F Density (R5F) zone to allow for the 6 storey, 73-unit apartment building with 454 sq. m. of commercial uses on the first floor.

    The subject lands are designated Residential in the City’s Official Plan. The subject properties are currently zoned Neighbourhood Commercial (NC) and Residential 1C Density (R1C) in accordance with Zoning By-law No. 79-200, as amended.

    The applicant is requesting to add neighbourhood commercial uses located entirely on the first floor. The applicant is requesting a reduction of the front yard depth, increase in lot coverage, reduction in parking standard for residential use, increase of canopy projects into required front yard, increase of balcony projection into the required front yard, and a reduction of the landscape open space. A future deeming by-law will be required to deem the full lots not to be in a plan of subdivision to merge the properties.

  • Notice of Application for Variance to Sign By-Law (SV-2025-002)- 4357 River Road - Sign Variance Application

    Description

    An application has been submitted for a variance from the Sign By-law to permit the replacement of an existing pylon sign in the same location.  The Sign By-law states that a pylon sign is not permitted within 1.5 metres of a streetline/public sidewalk.  The applicant is requesting a pylon sign be permitted within 0.62 metres of a streetline/public sidewalk.   • Notice of Committee of Adjustment Public Meeting (A-2025-039) - 2626 Mewburn Road - Minor Variance Application

    Description

    The subject property known as 2626 Mewburn Road is located on the south side of Mountain Road, at the intersection of Mewburn
    Road and Mountain Road. The applicant is requesting the Committee of Adjustment to consider minor variances from provisions of Zoning By-law No. 79- 200, as amended, through a process permitted by Section 45(1) of the Planning Act (R.S.O. 1990, c.P.13).

    The applicant has received Site Plan Approval and building permits to construct a 4-storey, 60-unit apartment dwelling on the subject property. However, the applicant is now proposing to increase the total number of dwelling units to 66. Three townhouse dwelling units already exist on the property. The subject property is zoned Residential Low Density, Grouped Multiple Dwellings (R4-1058) Zone, in accordance with Zoning By-law No. 79-200, as amended by site specific By-law No. 2019-55.

  • Notice of Virtual Delegated Public Meeting (AM-2025-018) - Part 7972 Thorold Townline Road - Minor Zoning By-law Amendment Application

    Description

    A Minor Zoning By-law Amendment application has been submitted for part of 7972 Thorold Townline Road. The proposal is to permit the use of the existing mobile dock facilities, leased and operated by FedEx on the north side of the property, as well as installing additional mobile dock facilities.

    The subject lands are zoned Heavy Industrial (HI-202) Zone, in accordance with Zoning By-law No. 79-200, as amended by By-law No. 1989-266. The applicant is requesting to place the northern part of the subject property under a new site-specific Heavy Industrial Zone to add the use of a Distribution Warehouse/Depot, and Truck Transport of Goods. Schedule 1 (in attached notice) shows details of the proposal. The remainder of the site will continue to be used for a single detached dwelling.

  • Commercial Water Meter Survey Program

    Description

    The City of Niagara Falls is working with Neptune Technology Group to survey large, commercial water meters. This program is required under City By-Law 2024-033. There is no charge for this survey. Neptune will begin reaching out to affected property owners on behalf of the City. If you receive a letter, please know it’s part of this official City initiative.

    The letter will provide instructions on arranging the survey with Neptune and what to expect. The survey will take approximately 1-2 hours to complete and should not impact your water service.

    Prior to the survey:

    To ensure a fast and efficient survey, it is important that you:

    1. Know the location of your existing building control shut-off valve.
    2. Test your valves to ensure they are operational.
    3. Ensure the area is accessible and clear of any debris or obstructions to provide easy access to and around the
      incoming water service.

    Once information from your survey has been assessed, Neptune will contact you should there be any maintenance
    deemed necessary by the City of Niagara Falls.

    • Notice of Construction - Thundering Waters Trunk Sewer Rehabilitation

      Description

      Niagara Region is proceeding with rehabilitation to the Thundering Waters Trunk Sanitary Sewer along Oldfield Road and a utility easement in between John Daly Way to Dorchester Road in the City of Niagara Falls. Construction work will consist of the rehabilitation of 1.8 kms of concrete sewer and manholes along the Thundering Waters sewer system.
      The Region has retained Insituform Technologies for this construction project and Robinson Consultants to provide the construction administration and inspection services.
      Project Status
      Construction is anticipated to begin September 8, 2025 and is expected to be completed by June 2026.

      What to Expect

      • Residents can expect construction vehicles and related truck traffic, and a degree of construction-related noise, dust and short-term inconvenience. During the lining process the Contractor will also be required to work night shifts and 24/7 operations for brief periods.
      • Odours from the resin used to line the sewer may be noticeable during the rehabilitation phase of this work. Although low levels of this harmless odour may be noticeable at times, it presents no risk to human health.
      • Construction and traffic signage will be posted and public services such as emergency services, garbage/recycling collection and school buses will be advised of the construction work.
      • Construction lane restrictions, lane closures and road closures resulting in traffic delays are expected but will be minimized. Alternate routes around the construction zone will be posted and should be followed.
      • No planned service interruptions to water, wastewater, electricity, or gas are expected. During the sewer lining process, residents will be asked to minimize water usage.
      • There will be no changes to garbage, recycling, and organic collection as a result of the construction. If needed, the contractor will carry bins to a more accessible location and return once emptied. Residents should label their bins to ensure they are not misplaced.

    • Notice of Application & Open House (AM-2025-017) - 5763 Desson Avenue - Zoning By-law Amendment

      Description

      A Minor Zoning By-law Amendment application has been submitted for 5763 Desson Avenue and the vacant lot directly to the south that have historically been used together as one residential property, although they are legally two separate lots.

      The proposal is to permit the existing single detached dwelling for the use of one Vacation Rental Unit, and converting an  accessory building on the southern lot, to a residential dwelling for the use of one Vacation Rental Unit, bringing the existing buildings into compliance with the City’s Zoning By-law 79-200.

      The subject lands are zoned Deferred Tourist Commercial (DTC) under Zoning By-law 79-200. The applicant is requesting to place the lands under a site-specific DTC zone to add the use of a Vacation Rental Unit on each lot.

      Schedule 1 (in attached notice) shows details of the proposal. The application proposes to address minimum front yard depth, minimum  interior side yard width on each side, and projection of accessory buildings and accessory structures on the existing dwelling lot. On the  vacant lot the application proposes to address minimum front yard depth, minimum rear yard depth, minimum interior side yard, and accessory buildings or structures in the front yard, through the Minor Zoning By-law amendment application, the properties will be brought into compliance with Zoning Bylaw 79-200.

    • Notice of Road Closure - Detenbeck Road

      Description

      Effective Tuesday September 2, 2025 at 7am -

      The Detenbeck Road Bridge Replacement Project will require the closure of the road.  The work will be done by Rankin Construction and may last for approximately 40 days, weather permitting.  An alternative travel route has been created.  Please see the attachment for further details

    • Hydrant Flushing - 2025

      Description

      The City of Niagara Falls fire hydrant flushing program begin on August, 29 2025, and will continue on into the fall of 2025. This is performed as part of a scheduled preventative maintenance program to help maintain good water quality and to improve water flow in your neighborhood. The flushing area has moved to the area bordered by Lundy’s Ln, QEW, Mcleod and Kalar (see map for further detail). If you reside in this area, you may notice a temporary decrease in your water pressure, and may experience discoloured water. If discolouration occurs, running a cold water tap closest to your water meter for a short period of time should alleviate the problem. Should you have any questions, concerns or persistent issues, please contact the Municipal Service Centre at 905-356-1355. The City’s Annual Water Report can be viewed online at www.niagarafalls.ca or in person at the Municipal Service Centre at 3200 Stanley Avenue.

    • Notice of Application & Open House (AM-2025-015) - 4991 Kitchener Street - Zoning By-law Amendment

      Description

      A Zoning By-law Amendment application has been submitted to permit the use of the existing dwelling as a Vacation Rental Unit. Schedule 1 (in attached notice) shows the details of the proposal.

    • Notice of Construction - Contract# 2025-501-19 Elm Street, Maple Street and Homewood Avenue

      Description

      The City of Niagara Falls, has retained Alfidome Construction to complete a sewer separation, watermain replacement and full road reconstruction in this area (see attached notice for map view).  The work is scheduled to commence on or about April 21st, 2025 and will be continuous until completion, approximately late December 2025, weather permitting.

    • Notice of Commencement - Portage Trunk Sewer Rehabilitation

      Description

      Niagara Region is carrying out the preliminary and detailed design of improvements to the Portage Trunk Sewer, located in the City of Niagara Falls.

      The Portage Trunk Sewer is located along a hydro corridor between the rear yards of Sheldon Street and Darcy Crescent / Maplewood Avenue. Sewage is discharged from the Kalar Road Sewage Pumping Station into the trunk sewer at an access chamber located south of the rear fence line at 6606 Sheldon Street. The sewer continues eastward for approximately 1.3 kilometers before discharging to the Stamford Interceptor and ultimately the Niagara Falls Wastewater Treatment Plant.

      The detailed design is anticipated to be completed by winter 2025.

      • QEW Burlington Skyway Southbound Lane Structural Rehabilitations & NB and SB Electrical Work (GWP 2385-15-00)

        Description

        The Ontario Ministry of Transportation (MTO) has retained WSP Canada Inc. (WSP) to undertake the Detail Design and Class Environmental Assessment Study (Class EA) for the structural rehabilitations of the Queen Elizabeth Way (QEW) Burlington Skyway southbound lane and the completion of electrical work on both the northbound and southbound QEW, within the City of Hamilton
        and the City of Burlington.

        The Burlington Skyway Niagara Bound structure will be rehabilitated in three main stages with all four lanes maintained during daytime and nightly lane closures as required. During each stage there will be single lane closures on the QEW throughout the weekends (Friday Night to Monday morning, approximately eight weekends per construction season) to rehabilitate the middle portions of the deck. Three lanes will be maintained over the Skyway structure during these weekend lane closures. Construction is expected to last for 3 years, and is anticipated to start in Spring 2024 with completion by Fall 2026.
